NIH Late Application Policy and FAQs Related to 2019 Novel Coronavirus (COVID-19)
When delays occur because the applicant or recipient organization is officially closed or unable to submit grant applications due to the effects of COVID-19, the NIH will consider accepting applications late, on a case-by-case basis. See the Guide Notice: NOT-OD-20-082, for details. NIH will be issuing additional guidance related to this public health emergency in the near future.

FY 2020 Fiscal Policies for Grant Awards: Funding Levels, Salary Limits, and Stipend Levels
FY 2020 Funding Levels – Non-competing continuation awards made in FY 2020 will generally be issued at the commitment level indicated on the Notice of Award. ubsequent budget periods are funded based on the availability of appropriations, satisfactory performance, compliance with the terms and conditions of the award, and the continued best interest of the Federal government .The NIH awarding Institutes/Centers (IC) will develop and post their fiscal policies consistent with overall NIH goals and available FY 2020 funds.
Next Generation Researchers Initiative Policy: NIH will prioritize meritorious R01- equivalent applications from early stage investigator (ESI) principal investigators. By providing funding priority for ESIs, NIH intends to encourage funding applications that involve researchers earlier in their career in accordance with the policy established in FY 2017.
Salary Limits: Section 202 of the The Further Consolidated Appropriations Act, 2020 prohibits payments for salaries under grants and other extramural mechanisms in excess of Executive Level II currently set at $197,300.

Revised Deadlines for Continuous Submission
The NIH Center for Scientific Review recently updated the continuous submission policy. Among the changes are revised cut-off dates for assignment to advisory council rounds. For example, applications submitted under the continuous submission policy for the standard February and March R01, R21 or R34 due dates must now be submitted by April 10 and applications for the standard May 7 AIDS due date must be submitted by June 1 in order to be included in the October advisory council round.

New Certificates of Confidentiality System for Non-NIH Funded Research
NIH has updated its Certificate of Confidentiality request process for non-NIH funded research through a new online system. The new system simplifies the request process by using self-certification statements and shortened text fields, rather than attachments. Note that the new Certificates of Confidentiality system requires direct submission by the authorized institutional official, rather than by the investigator or another research team member. NIH will no longer accept Certificates of Confidentiality requests through the current system as of March 11, 2020. See the Guide Notice for important details about the transition to the new system.
